碩士 / 國立成功大學 / 都市計劃學系碩博士班 / 94 / In order to solve traffic problems of the urban, developing the public transport is an important transportation policy in many counties, Taiwan is not also exceptional. In the past cities in Taiwan didn’t have good effective in developing public transportation, only focus on hardware construction, in particular emphatically Metropolitan Rapid Transit System. However the Metropolitan Rapid Transit System construction cost to be extremely expensive, is not the government can afford, and the people not yet have the habit to use the public transportation. The public transportation system besides Metropolitan Rapid Transit System and Light Rail Transit, but also some the alternative schemes, for example: minibuses, buses, exclusive bus lane...and so on. The governments develop the public transportation system, not necessarily build Metropolitan Rapid Transit System or Light Rail Transit.
The economic analysis methods of investment plan mainly include Cost-Benefit Analysis method and Cost-Effectiveness Analysis method, in the past decision-making of the transport plans construction mainly take Cost-Benefit Analysis as the main method, less uses Cost-Effectiveness Analysis method. From the domestic and foreign development tendency, that CBA plays an important roal in the government decision-making, but there are continuously critique and question on the application of CBA, such as the cost and benefit difficulty currencies or the mathematical quantification in the public investment. This initiates the motive of this paper, this paper attempts to evaluation transportation system strategy by CEA, and to discusses it whether can demonstrate the different conclusion.
The case study is Tainan , this paper uses Cost Effectiveness analysis to evaluate the effects of Tainan public transit system policy, including minibuses, buses, exclusive bus lane, Light Rail Transit and Metropolitan Rapid Transit System. Because of the major benefit of transit investment is time saving and cost saving, this paper uses Cost Effectiveness analysis to calculate how much time and cost saving per dollar of each transit system.
We found that the most time saving scheme of five is exclusive bus lane, the second is minibuses, these schemes are less cost and obtain better effects. The result shows that spend a huge amount of money on building major public construction like MRT is not the only way to develop an urban’s public transit system. The less cost schemes can also achieve the goal of public transit development.
