The Institutionalization of Stability in Taiwan Strait by the United States: A New Institutionist Perspective. / 從新制度論觀點探討美國制度化台海穩定的角色與過程

碩士 / 國立暨南國際大學 / 公共行政與政策學系 / 94 / In recent years, the tension between the P.R.C and R.O.C seemed to be at daggers drawn but both parties actually coexisted in peace. The basic reason for this paradox is that the US continuously acts as the pivotal role in restricting the both sides. The P.R.C leader wished to make both mainland and Taiwan to be unified, but being concerned that US may interfere and endanger its international standing and economic prosperity which P.R.C achieved gradually. On the other hand, the R.O.C leader made more demands and issues seeking continuously for international support and approval, but actually worried in critical moment US may betray it. However, maintaining stable relationship with P.R.C while having R.O.C contain it makes US gain a favorable strategic edge in the Asian-pacific region. The arrangement by which both P.R.C and R.O.C are divided in the present situation is in American best interest. Thus, in handling the problems, the US must maintain a delicate strategic balance between the P.R.C and R.O.C. After the 1995-96 missile crisis in the Taiwan Strait, it is obvious that Americans have shifted its policy from strategic ambiguity towards strategic clarity. This demonstrates that US intend to make the peace and stability in the Taiwan Strait institutionalized. Therefore, how the US acts as the coordinated role in cross-strait relations, restricts both sides moving toward either unification or independent, and institutionalizes the situation where "Taiwan won’t be legally independent while China would not coerce Taiwan" would be my major concerns in the thesis.

In addition, New Institutionalism, one of the emerging perspectives in social science theorization in the decades, maintains that human beings’ political, economic or social behavior is shaped by their institutional environment. This thesis intends to draw from the New Institutionalist perspective to deal with the institutionalization of stability in Taiwan Strait by the United States and to analyze how the United States keep the cross-strait in a stable situation preventing it from bursting into overt conflict. Besides, the effect on the cross-strait brought by the process of the institutionalization of stability in Taiwan Strait by the United States will also be developed in this thesis.
