碩士 / 國防管理學院 / 後勤管理研究所 / 94 / A new ROCN forces generation has been established in succession of naval fleets, but occasionally discusses the issues of total life cycle system management (TLCSM) which has not set up clearly and being still at embryonic stage so far. As in U.S.A., France, and Singapore, no matter what dimensions, or the eastern/western countries, they continuously put great efforts into studying TLCSM and progress greatly. This ensures to achieve the operation availability and reduce life cycle cost. Because of the author’s experiences regarding warship buildup practices which involve all working stages in terms of planning, manufacturing, operating, and maintaining tasks, this thesis takes submarine logistics as the case study to consolidate the academic theories and working practices. The outcome of this research is extracting out a list of core TLCSM items for ROCN to practice and implement within navy's logistic operations.
This research aims to design and propose a set of TLCSM core items and related weighting factors. The research objective is to explore the main kernel of the TLCSM, configuration management and integrated logistics support, using the fuzzy analytic hierarchy process (FAHP) as research tool to buildup research model related to its core items and weighting factors. The case study is completed through the practices of submarine logistics. Afterwards, the standard operation procedure (SOP) was developed for ROCN TLCSM operations.
The main purpose of TLCSM is to operate within weaponry life cycle under in most economic, effective way. This assures sparing no effort to support weapon systematic operation and keep the reliability, maintainability and availability being competent.
In conclusions, this research identify that the submarine logistics SOP could be best practice for ROCN related weaponry and furthermore to be ROC armed forces TLCSM operation reference.
