碩士 / 國立高雄海洋科技大學 / 航運管理研究所 / 94 / “Offshore shipping center” has not only eased restrictions of no-direct transport past over 40 years, but also being an indication of new milestone of cross-straits transport, which is a breakthrough of the current cross-strait relations. Hence it is of vital important to establish Taiwan into an Asia-Pacific transshipment hub center and affects the development of shipping industrial sectors.
However the recent throughput of container handling on this center is diminishing due to deep berth development construction project being performed in Ximen seaport and being reshuffled sailing route across Taiwan strait by Taiwanese Shipping Companies, it seems a lot of issues awaiting for best solution to resolve for our government concerned.
The purpose of this study is to evaluate the effectiveness of offshore shipping center policy implementation based on quantitative analysis and qualitative analysis approaches. The former is to examine the impact of offshore shipping center volume on transshipment volumes of Kaohsiung port by Pearson analysis and Multiple Regression analysis approaches, the latter is to collect the issues of offshore shipping center policy by personal interview with High-level managements of Taiwanese and Chinese shipping companies located in Taiwan.
Our finding can be concluded as : (1) transferring scope of cargo source; (2) company’s cooperation and mutual benefits; (3) integration of warehouses and terminals; (4) setting up concrete custom clearance process; (5) distinguishing functional differences of the offshore shipping center and free trade ports; (6) easing restrictions of value-added activities on offshore shipping center ; (7) permitting empty containers transshipment ; (8) adjusting current cross-strait routes.
