As the credit system and new classes have been implemented at maritime vocational schools, trainings in basic skills and practices are all the more crucial. The various settings within schools for training must be in accordance with the multiplicity of related labor and safety/hygiene laws; to be comprehensive and aware of all the relevant laws is difficult. Penalties imposed on administrators might decrease their executive abilities. Teachers in practicum courses might be self-protective and shield themselves from responsibilities. Students stepping into the market with limited basic skills might be harmed at work yet unaware of the potential danger.
This thesis seeks to construct the capability index of safety and hygiene education in practicum courses of the nation’s maritime vocational high schools. The index is for the reference of all schools when implementing courses. Objectives of this thesis are: 1) to define safety and hygiene education that is adequate for groups studying in maritime practicum courses settings; 2) to construct a capability index of safety and hygiene education in practicum courses of maritime vocational high schools; 3)propose recommendations according to research conclusion for the reference of formal and informal safety/hygiene education in practicum courses of maritime vocational high schools.
This study adopts the Delphi technique and uses related labor and safety/hygiene laws, relevant safety/hygiene theories, as well as literature on teachers’ qualification and facilities for literature review. After analyses, over sixty index categories are organized and presented. The following is a few categories: a Delphi technique survey, related safety/hygiene laws, safety/hygiene theories and preventative measures, evaluation and the content of safety/hygiene education, practicum teachers’ qualification and safety/hygiene facilities. After two rounds of consultations, information is organized for single sample Chi-square suitability test with six index categories: 1) basic knowledge in law and regulations; 2) safety/hygiene system and management; 3) safety/hygiene awareness and understanding; 4) accidents theory and disaster prevention; 5) awareness and understanding of dangers on deck, when operating machines and wheels; 6) personal protection, first aids, and firefighting. As a result, forty-four index categories gained the consensus of the experts.
In the conclusion of this study, references and recommendations on practicum courses on safety and hygiene education are proposed to top-level education administrative institutes, schools, maritime groups.
