The environmental protection and landscaping issues have been disputed for years since the Tai 11 Highway, as known as the eastern coast highway; improving project had been set into action in 1990’s. The impaction of nature force and charges in environment cause many difficulties for highway maintenance. To renovate the road in the area with impressive nature scenery with hills and sea and both of the characteristic of approaching of mountains and bordering to the Pacific Ocean is also a real challenge. This paper reviews the historical building and improving projects of Tai 11 Highway. By taking part in the improving project some representative cases are studied in detail. The inductive analysis is carried out on whole project and some indexes are conducted to examine the measurement applied in the project. The aims of this paper are to figure out the direction which keeps balance between sustainable development and highway building and the way that settles safety transportation and well-maintenance of highway with environmental protection and landscaping.
The route selections of tunnels in a group and a bridge with pleasant outlook are reviewed, and some slope protection cases along the highway are also discussed. In views of viewpoint of geotechnics proposed during planning and design stage, this paper canvasses relevant criticisms, comments and accusation of destruction on environment protection and doing violence to landscaping and ecological balance against the improving project. The check table comprehended 6 characteristic indexes related with geotechnics applied to highway landscaping is proposed accordingly. These indexes include ecological maintenance, vegetation cover, integration balance, original character, beautiful scenery and sustainable use with resources, and further 22 evaluating factors. The check table is applied to the improving projects and some modifications are recommended for those ill-fitting sections. The results of this paper shows that the geotechnics applied to highway landscaping should take account of nature scenery and ecology, and they are better to start these considerations as early as on phase of feasibility study or stage of geological investigation and planning. After deep reorganization on ecological environment and well master of nature character, a high quality highway met the requirements compatible with ecology, scenery, transportation and maintenance can be achieved.
