In recent years the international community has grown concern over keeping the management of fishery resources. Fulfilling “responsible fishing” everywhere means it is responsible for nations to fish. The main point is to establish the fishery regulations about not only enjoying “fishing right “but also having a duty to conserve marine resources. These regulations are comprised of two parts-international and domestic fishery regulations.
Since 1990s the coastal states have been strengthened the fishery resources management on Territorial Sea and Exclusive Economic Zone, dispatched the fishery patrol ship to carry out law enforcement, deported, detained, arrested, punished right away once appearing illegal fishery activities, and protect domestic fishery resources. International regional fishery organizations have been strengthened the fishery cooperation of every state, pushed about fishery resources investigation, fishery observer, ship supervising and controlling system in order to put fishing activities under control and eliminate IUU fishery ships in High Sea.
The main objective of this thesis is to study domestic fishery regulations and national practices, control international fishery regulations about international fishery developmental tendency, conduct domestic fishery regulations, understand the situation of regional fishery organizations, and safeguard domestic fishing rights. In the end, not only collecting the fishery policy in USA, Japan, PRC to conduct domestic fishery policy, and checking up domestic fishery regulations, fishery patrol steps, law enforcement effects to conduct domestic policy, regulations, administrative steps but also concerning with the conservation and management about international fishery resources in High Sea.
