The Reconsidering and Prospect for Taiwan's Maritime Policies / 臺灣海洋政策之反思與前瞻

碩士 / 國立臺灣海洋大學 / 海洋法律研究所 / 94 / After United Nation Convention on Law of the Sea, 1994 brought into effect, one third of the global sea lost the traits of high seas and became costal state’s exclusive economic zone. It not only superheated the competition of maritime rights and interests, but had countries fully reformed their maritime schemes in accordance to the new era of maritime development. Countries around Taiwan, Mainland China, Japan, Korea and Vietnam, have developed their maritime policies and invested large budgets into the research and development on maritime sciences and technologies. All of that presents state’s values on maritime industries, technologies, and ecological environment. Taiwan, whose survival development and safe threat having close connection with the sea, should highly enhance the value of maritime affairs and promote its developing direction from land territory to maritime space to completely grasp the developing opportunities of blue territory. In this international maritime competition we should comprehensively review and relocate national maritime policies to catch up the developed country’s steps.
This essay, starting with the analyzing historical developing process on Taiwan’s maritime policies, reviews our past insufficiencies and defects to study the present stage oceanic policies which include Policy Guidelines for the South China Sea, Oceanic White Paper, National Oceans Policy Guideline and Ocean Policy White Paper. In addition, it researches the successes and failures of Taiwan’s maritime affairs authorities, such as Meeting for South China Sea, Marine Affairs Promotion Committee, and Coast Guard administration, Executive Yuan, to plan the up-coming program and welcome the dawn of new era oceanic state.
