There are three types of container berthing system being operated among four main ports in Taiwan. They are public container berthing system, priority container berthing system and exclusive container berthing system. Because of the geographical limitation in Port of Keelung, the Keelung Harbor Bureau has simultaneously applied public container berthing system and priority container berthing system to avoid the congestion of the port.
The priority container berthing system is that the shipping companies have priority right to use priority container wharfs if they sign contracts with and prepay priority fee to the Keelung Harbor Bureau. The system had been welcomed since it was put into practice in 1978. However, the usage of the priority container wharfs has declined substantially since year 2001. It is worth reviewing the reason why?
In this study, we collect data of the cargo handling on the container ships incoming and outgoing from Port of Keelung. Then, we analyze them by using Queuing Models to obtain some crowd factors that influence the port efficiencies. Based on the waiting time, the berthing time, the amount of cargo handling, the productivity of the berths and the tonnages of the container ships, we find that the total efficiencies of the priority container berthing system are superior than those of the non-priority container berthing system.
Furthermore, we point out the reasons why the usage of the priority container wharfs has declined tremendously. After looking into the reasons, referring to the related literary reviews and government documents, we find it is worthy to keep on practicing the policy of the priority container berthing system. But, in order to raise the usage of priority wharfs, the system itself should be revised to meet the needs of vessel carriers.
