Study on the Impact of Marine Recreation Activity upon Fishery Activity and the Countermeasure / 海洋遊憩活動對漁業活動的影響與對策之研究

The purpose of this study is to exam the characteristics of marine recreation activity and coastal fishery activity in economic zone, and studies possible conflicts between the two individually. IT also analyzes foreign conflict management experiences between the two, and tries to find the solutions for both marine recreation activity and coastal fishery activity to coexist well. This covers such topics as:
1. Since the government of Taiwan has had open policy in marine recreation activity in 1985, recreation activities trend to be diversified. These activities influence people psychologically as well as physically in healthy ways, and they also bring considerable economic benefits to the society. Hence, developing marine recreation activity seems particularly important.
2. At present, most of the marine recreation activities are mainly gathered at near-shore coastal zones in Taiwan, and mass in the seasons of summer and fall. The activities of windsurfing, water skiing, personal watercraft (jet-skis), kite surfing, ocean canoeing, sailing, and powered boating need more open water space, and they are also various.
3. The existent critical topics of exploitation in Taiwan’s maritime space are conflicts between fishery authority boundary and actual operation management, enforcement of coastal zone management, variety zoning, and ship anchoring in harbor areas, and recreation and coastal fishery competing for the same resources in the same areas.
4. Coastal fishery is one of the most important primary industries of Taiwan due to its plenty fishery resources, and various coastal fishery activities prevailed among fishing population. Even though coastal fishery’s yield of the total fishery production accounts only a small portion, it remains high economic values and maintains increasingly as a result of freshness.
5. Different kind of coastal fishery activities has its only unique working environment conditions. The closer ones to the shores seem easier to have conflicts with other industries, such as set-net fishing and shallow sea aquacultures which have intense exclusiveness.
6. It is likely to bring up conflicts between recreation fishery or other boating recreation fishery activity and coastal fishery in the economic zones, especially the light-fishery.
7. Solutions of conflict are based on the public participation and a channel of negotiation. Coastal zone division plans will be preceded under a framework of considering the ocean zone attribute and authority of fishermen’s traditional use of ocean zones.
8. Base on the experiences of foreign coastal management, the key solutions of marine recreation activity and costal fishery activity conflict are; (1) environmental resource investigation, (2) public participation channel, (3) educational trainings, (4) coastal zone planning, monitoring and managing, (5) integrated and regulated laws and policies, (6) establishing channels of communication, (7) establishing co-management channels, and 8.establishing related information service system and propagate to achieve effectively.
