A Study on Performing Community-based Fisheries Management in Taiwan / 台灣實施以社區為基礎的漁業管理制度之探討

The traditional fisheries management is government-based (from top to bottom) fisheries management system. But there are still existed in fishers for competing fisheries resources, violating fishing rules and reporting catches incorrectly…etc. Because off-shore and coastal fisheries are resource management fisheries. Let fishermen taking the responsibility of fisheries resources management actively (from bottom to top), it is necessary to study Community-based fisheries management (CBFM) system.
Comparing the associated research papers, those CBFM in Japan and Thailand with Taiwan’s fisheries management, it can be concluded that Taiwan has the prerequisites (fishing right, fisheries organization and fishing law) to perform CBFM.
IF Taiwan wants to perform CBFM in fisheries resource, fishing effort and fishing ground management, it has to follow the spirits of fishing law and enhances the statistic of fisheries resources to scheme out the better fisheries resources management. The fisheries cooperative association (FCA) has to develop fisheries resources self-management on its own fishing right area. And government can select some fishing villages to establish fisheries resources self-management organizations by community renaissance.
