The application of the balanced scorecard to evaluate the performance of fishermen's association:a case study of the Keelung fishermen's association / 應用平衡計分卡評估漁會經營績效之研究--以基隆區漁會為例

碩士 / 國立臺灣海洋大學 / 應用經濟研究所 / 94 / The function and purpose of fishermen’s association lie in serving fishermen all the time, increasing fishermen's income, promoting sustainable development of the fishery directly or indirectly. In order to improve service quality and operation performance of Keelung Fishermen’s Association, this research applies the performance evaluation theory of balanced scorecard, SWOT analysis, and using questionnaire and interview from experts and scholars, to investigate the present problem in operation management and future management strategy in the association. The results of this research are summarized as follows:
1. By applying the balanced scorecard (BSC) to turn organization strategy and goal into the vision pursued by the members, we find that BSC is appropriate for assessing operation performance of fishermen’s association.
2. We select 55 items of performance evaluation indices about Keelung Fishermen’s Association, using Likert scale for rank ordering. The results show that the top three items with respect to finance are “annual government subsidy,” “rent income of Bisha fish products market” and “developing new business to create financial resource;” with respect to customers are “member satisfaction of the association,” “service quality and efficiency” and “rights and interests of member;” with respect to internal procedure are “adoption of suggestions from staff,” “response to operation mistakes” and “internal communication and coordinating ability;” with respect to learning and growth are “appropriate staff,” “idea of staff” or “degree of work innovation and progress” and “degree of emphasis in staff training.”
3. The conclusions of the study are as follows: First, the indices selected are representative and important. Second, interviewees consider the six key indices influencing the performance evaluation in Keelung District Fishermen’s Association are “the goal of effective utilization of financial resources,” “promoting the welfare and solving the difficulty of fishermen,” “diligent operation of the organization,” “striving for the staff of the association,” “staff loyalty to the association” and “ability to work.” It is shown that Keelung Fishermen’s Association should manage the financial affairs properly, make good use at fishery facilities, improve service quality to satisfy members and pay attention to manpower training, adjust management strategy, and innovate operation type of the association so as to promote competitive advantage, improve financial situation, and achieve the vision of sustainable operation.
