我國漁船大陸船員僱用模式與管理措施之研究

碩士 / 國立臺灣海洋大學 / 應用經濟研究所 / 94 / The purpose of this paper is to explore the employment model of Mainland Chinese crewmember, crewmember management, and accommodation adopted by Taiwanese fishing boat owners, so as to discuss the policies of the Taiwanese government and executions, identify the problems and causes, and make improvement suggestions.
This study adopted literature review, utilized the existing information on Mainland Chinese crewmembers, and surveyed fishing boat owners, Mainland Chinese crewmembers, agencies, and government bureaus by questionnaires. A total of 336 subjects were surveyed. The data were cross-examined, in order to understand the problems and policies of the subjects.
According to the research results, hiring Mainland Chinese crewmember could supply manpower to solve the problem of manpower shortage in the fishing industry in Taiwan. However, due to the political environment of cross-strait, the employment model, accommodation, and control of the number of crewmembers have derived many problem. The government could solve the problem of instable quality of Mainland Chinese crewmembers and fleeing situation by establishing contact window between fishery association in Taiwan and corresponding authority in Mainland China, and introducing trained Mainland Chinese crewmembers. Under the concerns of national security, social stability, economic development, and humanitarian management, the current laws and regulations should be amended and specify the crewmember quota, accommodation and management methods, in order protect both the fishery in Taiwan and human rights.
To facilitate sustainable development in fishery and introduce qualified Mainland Chinese crewmembers, the followings suggestions are proposed: 1) promote cross-strait negotiations on fishery labor, establish legal channels to introduce qualified crewmembers; 2) review and amend related laws and regulations, and include agencies under management; 3) specify and enforce the quota of Mainland Chinese crewmembers, and set limits on the employment conditions; 4) establish and complete information system for Mainland Chinese crewmember management, and control the dynamic information effectively; 6) promote policy to reduce the number of boats, offer rewards to Taiwanese labors to work on fishing boats, and encourage fishing boat owners to hire foreign crewmembers, instead of solely relying on Mainland Chinese crewmembers.
