A Study on Development of the Relationships between The ITF and FOCs / 國際運輸工人聯盟與權宜船關係發展之研究

International Transportation Workers’ Federation(ITF) is the only international organization upon the world which possesses the power to directly influence seafarers’ labor condition and welfare on Flag of Convenience ships(FOCs). The FOCs had existed for a long time since world war II or even earlier from the period. While the war ended, many shipowner registered their vessels to the nations which retain substandard safety requirement and crew qualification comparing to the traditional marine nations. This kind of registers does not only endanger the global marine navigation, but also exploits the crews’ welfare onboard seriously. From 1948, FOCs Campaign has became one of the most important task for ITF. ITF strives for better salaries and welfare for those who work on the FOC ships and set up the main goal to eliminate FOCs finally.
Through out the ITF’s half century endeavor and effective campaign, the seafarers’ labor condition and welfare onboard have been protected and the collective agreement of ITF standards have been approved widely to be the benchmark for FOC shipowner to hire seafarers. It is no doubt that the relation building between ITF and FOCs significantly improves the seafarers’ salary, life and work conditions onboard.
This dissertation deeply explores the future relation between ITF and FOCs from the viewpoint of development within ITF, FOCs and International Bargaining Forum(IBF). Finally, we try to provide FOCs’ shipowner with some insights for ship management by recommending the conclusion of this dissertation.
