Transit-Oriented Development and Residential Location Choice-An Empirical Study of Metro Dan-Shui Line / 大眾運輸導向發展與住宅區位選擇-台北捷運淡水線之實證研究

碩士 / 國立臺北大學 / 都市計劃研究所 / 94 / In the past decades of Taiwan, the developments of information, technologies and industrial economy attracted a large number of people pouring into cities, and caused urban sprawling. The increase of personal income also enhanced automobile ownership and caused serious traffic problems. Many researches promoted with Transit-Oriented Development(TOD) in Taiwan to suppress the urban sprawl, save public expenditure, advance the land use efficiency, conserve the environmental resources and reorganize the urban form. However, most of the researches about TOD focus on theoretical debates, planning models and evaluation criterion with the perspectives of government and supply side. Since the demand side of real estate market on TOD was ignored in the post studies, the deployment strategies for TOD can not be well developed to match with the residents’ demands.
This research takes an empirical study of Metro Dan-Shui Line. Applying questionnaire survey and binary logit model, the factors which influence to decide to reside in “the areas with TOD characteristics” ( ) are explored. According to the proved relationships between TOD and residential location choice, the deployment strategies of TOD for Taiwanese circumstance are recommended.
The results of the empirical analysis are as follows:(1) most of the households which decided to reside in the areas with TOD characteristics are low, or medium, income level; (2) the households which acceded to reside in the areas with TOD characteristics are mostly small with no more than four members;(3) the households having elders and children like to reside in the areas with TOD characteristics; (4) the house price affordability and floor area demand negatively influence the residential choice of the areas with TOD characteristics in the future; (5) the household’s preferences on mixed land use and public facilities positively influence the choice of in the future, and the influence of preferences on mixed land use and the public facilities are larger than that of the preferences on the other TOD environment characteristics; (6) although the households living in the areas with TOD characteristics perform high preference on high density, the preference and elasticity of high density are both lower than the other TOD environment characteristics; and ,(7) the preference on walking facilities negatively influences the choice of the areas with TOD characteristics. Finally, on the base of empirical finding, this study proposes the following TOD planning strategies for the government: encouraging the daily life service industries, increasing service facilities for elders and children, and providing diverse public facilities and adequately limiting development density in the areas with TOD characteristics. Furthermore, in the aspect of housing market, this study recommends the real estate developers avoid to develop high price housing and should develop small, delicate and multi-function housing to meet the potential resident’s needs.
