THE ESTABLISHMENT AND EVALUATION OF DECOUPLING INDICATORS FOR TAIWAN’S INDUSTRY AND TRANSPORT SECTORS / 台灣工業與運輸部門脫鉤指標建構與評估

碩士 / 國立臺北大學 / 自然資源與環境管理研究所在職專班 / 94 / The decoupling of energy consumption, CO2 emissions and economic growth has already become a performance indicator for examining advanced countries’ greenhouse gas reduction and sustainable energy development policies. As defined by the OECD in 2002, decoupling means to break the linkage between environmental pollution and economic growth. Juknys (2003) defined that decoupling of the resources use from production as primary decoupling, decoupling of the environmental pollution from resources use as secondary decoupling. Tapio (2005) have constructed a comprehensive framework of the different aspects of decoupling. According to the framework, eight logical possibilities can be distinguished. The growth rate of GDP and an indicator of energy consumption or CO2 emissions can be coupled, decoupled or negatively decoupled.
Using the latest international decoupling indicators for Taiwan’s statistics and conducting empirical analysis, this study makes the following findings:(1) Using the OECD energy/CO2 decoupling factor measurement, showing that Taiwan’s industry sector economic performance had been relative decoupled from energy consumption and CO2 emission. Using the Tapio decoupling elasticity measurement, showing that industry sector expressed as weak decoupling. (2) Using the Juknys decoupling elasticity measurement, showing that industry sector took place only primary decoupling. (3)Using the OECD energy/CO2 decoupling factor measurement, showing that Taiwan’s transport sector economic performance had been relative decoupled from energy consumption and CO2 emission. Using the Tapio decoupling elasticity measurement, showing that passenger transport sector expressed as expansive negative decoupling, showing that freight transport sector expressed as expansive negative decoupling and recession decoupling.
