ABSTRACT
The East Patrol office (EPO) was established on February 1, 1990. It assimilated personnel from the then Marine Police Bureau, PoliceAdministration, Ministry of Interior; Customs Preventive Ships, General Customs Bureau, Ministry of Finance; and Coast Guard Command, Ministry of National Defense,together with civil servants of other agencies. Because it was set up in a short period of time, there were vast differences in terms of personnel components and a large variety of administrative missions. The legally described jobs such as the formulation of coast guard policies, laws, and regulations; internal organization performance and external coordination; acquisition, training and occupational specialties for personnel;implementation of coast security and enforcement of maritime laws, all of this integration is very complex.Especially assimilated personnel from the military appointment personnel who defends the headquarter from the coast, because it is in the way that was trained with the army in the past not to have judicial police's identities , and special machanic organization culture that organize, belong to. It is non-voluntary that join under the terms that organize in more than half member,how its training can effectively in condition like this, become the EPO’s important subject in training of the office .
The study utilizes and incorporates relevant literature and is based on my personal working experiences at the EPO.It reviews the implementation of training activities to understand the effect of training transfer . The study selected for Eastern Patrol Office as targets. Through primary, secondary data collection and in-depth interviews and other research means for this field, sought to explore the effect of training transfer. The study developed 13 proposition.The main conclusions of this study are as follows :
1. the training program should combine organizational goals, training needs analysis and assessment, to identify problems and expectations before developing a training program.
2. training should be implemented in the context of environmental considerations and the future working environment.therefore the more effective transfer of their training will increase.
3. the training program should assess from the pre training, training, after training, as a basis for evaluating the effectiveness of training transfer.
4. the characteristics of mechanic organization and poor organizational culture will heavily affect the effect of training transfer.
