Harbor engineering belongs to one branch of. civil engineering. Comparing to the general civil engineering, harbor engineering has its unique characteristics, such as higher uncertainties on the phases of requirement prediction, engineering techniques, financial efficiency and environmental impact, etc. Therefore, on the process of evaluation and selection of wharf construction proposals, considerations must be made from various aspects in order to obtain an optimal proposal.
Based on both the Analytic Hierarchy Process (AHIP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), this study develops an evaluation module for the optimal proposal. It is applicable to the evaluation and selection process of wharf construction proposals in the sensitivity area of an environmental district. Through the objective and quantitative evaluation method, this module can evaluate and select the optimal construction proposal, from which the style of decision making by the traditional subjective evaluation approach in the past merely based on the mutual discussion among specialists can be sufficiently improved.
The study provides also an example to illustrate the quantitative and qualitative criteria of module by an ideal wharf planning and construction at a fictitious island. After summarizing the weight of criteria from questionnaire surveying, this study applies the TOPSIS to score the alternatives and obtain an optimal planning. From the categorical questionnaires survey on the priority issue, this methodology can provide engineers another evaluation reference when they handle the relevant projects.
