博士 / 中國文化大學 / 中山學術研究所 / 94 / The 1954 Taiwan Strait Crisis studied always stresses American’s decision-making and crisis management. The Beginning of Communist China primarily research is until 1990. However the mainland scholar obstructed to the government political atmosphere. They emphasis that Communist China was’t only a victim of crisis but the self-defense behavior. This article draws up at the same time to carries on the discussion in light of this, and aims at certain questionable points which the traditional Taiwan Strait Crisis studies to carry on the analysis, understands the crisis the eruption, the process and the end of reason.
There were six chapters of 23 paragraphs in this article. One chapter introduced government document, research approach and theory of international relation. The second chapter analysis the background of first Taiwan Strait Crisis. The third chapter studies the reasons of crisis eruption. The fourth chapter discuss the crisis interaction process and use crisis management theory to explain this crisis. The fifth chapter study the end of crisis by nuclear deterrence and the Bandung Conference（Asian-African conference）.
According to this article research, the eruption of first Taiwan Strait Crisis has constitutive factor： cold war, Sino-American conflict and so on. Next, looked from the pure military angle that, China and Taiwan military power is unbalance in Dachen island, 1954. This reason promote Communist China used to military operation. Communist China attacked Quemoy is incident to U.S.A.. This operation is not great strategy but tacit operation to Communist China.
Because refer FRUS, Communist China official documents and Chiang Kai-shek Archives, this article had good historical evidence to describe. According to this article study, both of Communist China and American avoid military conflict in crisis process to each other. Communist China misinterpreted the United States-Republic of China Mutual Defense Treaty would subscribed. American also misunderstood that Communist China attacked Quemoy intention, and lead herself into security dilemma: treaty and cease-fire. The silence bargaining of Dachen retreat of American showing meets Communist China’s expectation, but she wouldn’t expect that Communist China will show goodwill in Bandung Conference while she would operate the silence bargaining again in Quemoy and Matsu , was flatly refused by Chiang Kai-Shek.
Regarding nuclear deterrence whether affects Communist China to decide the conclusion crisis, this article research is firmly; But this article thought is the Bandung conference diplomatic benefit and under the nuclear threat dual consideration, causes Communist China initiative conclusion crisis. The former scholar hard to prove this point directly. This article offer Communist China military preparation, media propaganda, political mobilization certificate Communist China fear nuclear theart. As for proposes the reconciliation in the Bandung conference, also was in front of the central political council already decides, the partial scholars recognized by no means temporarily conceives a plan.
This article analysis Communist China behavior, also the achievement which studies to the traditional Taiwan Strait Crisis has carried on supplement and critique. Certainly as a result of the new material appearance, this article also proposes new viewpoints. R.O.C. government decision-making was difficult to analysis, because material is not enough. I wish new material appear which will be helpful to study in the future.
