碩士 / 東吳大學 / 政治學系 / 94 / The 21st century has been called the age of ocean. The main reason is that the depletion of land resources has forced people to find more living space in the sea. As a result, every coastal country strives to develop its “maritime strategy” for controlling and utilizing the sea effectively. Meanwhile, the development of maritime strategy also reflects the changing nature of its time. In the past, navy played the main role but now a grand strategy becomes a combination of politics, economics, military and science.
China, as a big country occupying both land and sea, began to recognize this trend in the early 1980s. And in the 21st century, China elevated the maritime strategy to the level of grand strategy. As a result of China’s rise and its growing assertiveness, people expect to see fierce competition in the maritime strategies among nations in the foreseeable future.
The thesis analyzes the development of China’s maritime strategy, and studies how that strategy affects China’s interaction with other countries. This study starts by analyzing the transition of China’s maritime strategy, and then analyzes, from China’s perspective, its implications for cooperation and conflict. Finally, this thesis studies the case of the gas field of Chunxiao. The thesis argues that that China’s maritime strategy leads to both“horizontal escalation”and“vertical escalation”of conflicts, possibly military conflicts, between China and other countries. Therefore, both sides should be cautious in implementing their strategies. Therefore, neighboring countries and Taiwan in particular should be wary about this competitive nature of its strategic relationship between China and other countries.
