The wharf No. 99 is the only scrap iron appropriated berth in Taichung Port. This wharf is a resource-limited public facility and the operation efficiency depends on the import and export scrap iron volume. Also, the scrap iron volume depends on the willingness of shippers and cargo owners to allocate their scrap iron ships in Taichung Port and make use of the port facilities. Therefore, how to increase the satisfaction quality of scrap iron unloading operation will be the key issue of this study. The shippers and cargo owners are both concerning about the following factors: Will the stevedores work effectively and provide high-quality service? Will the handling crane operators be punctual for commencing and ceasing work? Will they take responsibility? Will the breakdown facilities be repaired immediately? Will the fixing ability be excellent? Will the supplementary facility suitable for the scrap iron handling? Will the trucks be adequate? The well linked and fluency process of scrap iron unloading will be the warranty for increasing shippers and cargo owners’ satisfactions.
This thesis is based on qualitative research method and throughout deep interview, participative observation and literature reviewing. Following the content of study goal and adopting the semi-structure interview, let the interviewee express their experience, viewpoint and suggestion. Try to describe the focus of problem by multi-dimensions and to discuss will the scrap iron unloading situation to coincide with the expectative satisfactions of shippers and cargo owners. Are there existing gap between ideal and actual situation? Are they facing problems and how to resolve? Finally, put all the found problems together and make analysis and study, to provide the reference for the administrative office and related division.
