碩士 / 國立臺北科技大學 / 土木與防災研究所 / 94 / Due to a lack of standard operation process stipulated in the sewage system promotion projects of city or county governments, contractors would be likely to cause the extension of construction period and decrease in the construction quality after they acquire the tenders in that they tend to be unfamiliar with the administrative operations for public works. As such, this research will take as its principle the three level quality administration system promulgated by the public works commission of Executive Yuan so that a set of standard operation rules and windows for contractors can be established to serve as the construction quality administration system for contractors to implement the three level quality administration system.
In this research, we will first compile the public sewage system works manuals of the Taipei City government, relevant laws and regulations of Executive Yuan on the administration of public works as well as the relevant data stipulated in the public works construction quality administration system of Executive Yuan，while this research will involve such operations as the undertaking of contracts, submission of the construction and quality administration prospectus, road license application, material inspection, building of work wells, push of tubular products, and road surface instauration, as well as construction completion, acceptance and settlement, etc, which will be organized into a flow chart. Later, we will consult and seek advice from the domestic professional consultant/advisory companies or organize illustration meetings to gather relevant opinions as extensively as possible so that this research can be revised to form the operational process that can best meet with the needs of actual engineering projects. And subsequently, this research will be amended in consideration of the administrative and organizational structure of the Taipei County Government to comply with the operational procedures as stipulated by the Taipei County Government, and will be further revised after it is put into practices on the appropriate building sites.
The achievements of this research involve：（1）prior to the construction of establishment， submitting the flow chart and windows of administrative operations for public works covered in the data for review and examination（2）During the construction of establishment，working out the details of construction and quality administration prospectus as well as the flow chart and windows of such administrative operations for public works as the material inspection（3）After the completion of establishment，submitting the flow chart of windows of public works administrative operations for the data of settlement and final account upon the completion of construction（4）Studying and probing into the difficulties and conundrums in the process of administrative operations for public works and formulating the countermeasures concerned.
