In Rational Actor Model, the United States signed the Mutual Defense Treaty with the Republic of China in order to persuade the Republic of China accept the cease-fire proposal to United Nations.


In Organizational Behavior Model, it shows that organizational behavior is often dominated by the organizational culture however the culture doesn''t necessarily lower the possibility of the policy option to be adopted as a policy. The Assistant Secretary of State for Far Eastern Affairs Walter S. Robertson proposed to sign the Mutual Defense Treaty with the Republic of China which is made the Secretary of State John Foster Dulles adopted.


In Governmental Politics Model, it reveals that policy makers have to control the action channel to take the bargaining advantages and to persuade the final decision maker successfully. The Secretary of State John Foster Dulles had the full trust of the President Eisenhower, and he had a significant influence on the formulation of the decision.


And the main theme is the U.S. government didn’t intervene the China civil war because off-shore islands, but the U.S. was involved in the First Taiwan Strait Crisis due to the variation of the international situation.
