A case study on the Preliminary Assessment: the developing museum in An-ping Harbor / 設立博物館之前置評量初探:以安平港國家歷史風景區籌設美術館為例

The subject of this study is the museum in An-ping Harbor, which is now in arrangement. The article will focus on the content, process and meaning of the previous survey in establishing a new museum. The preliminary assessment will be mainly founded upon the feasibility assessment of Ted Silberberg, and respectively analyze the museum in An-ping Harbor with aspects of Human-natural Institutional Context, Collection, and Audience, therefore offering suggestion for the development of the museum in the future.

According to the conclusion, there is obvious difference between what the public expect for a museum and how the government ministry frames the museum by general policy. People expect a museum reflecting local characteristic, and the government tends to evolve it as contemporary art of Asia-Pacific. As to the artistic environment and command in Tainan City, the suggestion is that An-ping museum should be rooted upon local arts and characterized as the basement for international vision. The museum will play a mediating role for both public expectation and governmental policy. Through the preliminary assessment, museum will be connected to the public before being laid out, thus urging the originator and participator to reconsider its foundational value and objective. In this way, the production of a museum will become a business of the public, and the final goal of preliminary assessment and feasibility assessment is to lead a museum to be adapted well to public command. Because of the constant development in our society, museum assessment should be carried out in a progressive and accumulative way. It’s a start for a museum to do preliminary assessment and feasibility assessment. An effective way to gather helpful information before official opening is to institute an interim museum, and continuing the assessment work is the key for a museum to maintain advancement.
