The emergence of a lot of serious chemical release accident of the past, impel many countries to strengthen the management of chemicals. Similarly, the severe explosion at fu-guo chemicals factory reveal the urgency to tighten chemicals management and promote risk control in Taiwan.
The regulation to the operation of major hazard substances tends to require conducting consequence analysis and quantitative risk assessment in foreign country. For example, U.S. EPA issued regulations requiring facilities with large quantities of very hazardous chemicals to prepare and implement a risk management programs to prevent the accidental release of those chemicals and to mitigate the consequences of any releases that do occur.
This research focused on a dangerous chemicals tank district with large quantities of very hazardous chemicals in commercial port. After investigating the variety, quantity and storing condition, chose VCM and ACRYLONITRILE which stand for flammable and toxic substances respectively as study target. Complying with U.S. RMP program, we Use RMP *Comp, ALOHA and SAFETI to predict possible hazard distance and area that may cause under different situation of leaking.
The results of simulation show that the hazard distance could reach to public receptor at two km far away for volatile toxic liquid such as ACRYLONITRILE. Active mitigation systems should be installed and function effectively as well as passive mitigation systems and Emergency response plan and training shall be coordinated with the community in order to mitigate the consequences of releases. Also, the threat zone of LFL, overpressure and thermal radiation for flammable gases like VCM will cover the entire chemicals tank district. It could damage tanks and facilities of surrounding area and endanger workers of nearby enterprise. Therefore, management measures with consideration to the whole area to prevent the risk of fires and explosion should be taken.
In addition, according to the investigation results of this region’s condition of safety management and emergency response plan, actual execution of SOP, proper exercising emergency response of worst-case scenario, conducting consequence and risk analysis are necessary for the owner to ensure safety. On the other hand, the government should issue regulations and provide necessary measures to strengthen the management for major hazard substances.
