A Study on Management Strageties of Mititary Roadway Transportation System / 國軍公路運輸系統管理策略之研究

碩士 / 逢甲大學 / 交通工程與管理所 / 95 / Countries around the world all demand the ability of fast dispersing and gath ering which could increase their abilities when they are deploying the troops and storing the goods. Therefore, the preparation of daily transportation is the protection of the logistical supports in wartime. Nowadays, military transportation majorly depends on military roadway transportation and minorly depends on the private transportation. According to the statistic’s reports of Military Police Command, from 2001 to 2005, the military car accidents resulted 304 deaths and injures in which average 60.8 people per year or 5.06 people per month (about one person per week). These accidents cause fatalities and property damages.
In present, some problems still exist in military roadway transportation system such as the transportation of dangerous goods are not supervised by National Roadway Bureau;drivers are lack of training;troops don’t get enough budgets to repair vehicles every year;deal with military car accidents are too slow, the types of military car accidents are not classified very clearly and so on. The purpose of the study is to increase the safety of military roadway transportation and to improve the transportation management.
The methodologies of the study include literature review, case analysis, SWOT analysis, questionnaire surveys, and statistical analysis. By the case analysis, this study analyzes the benefit/cost ratio of contracted out drivers and cars by one unit. By SWOT analysis, this study analyzes the education systems of military transportation, and military transportation and contracted out transportation among Republic of China, People’s Republic of China and the United States, This study analyzes all of strengths, weaknesses, opportunities and threats in three countries .This study also uses questionnaire surreys, and objects include military drivers, managers, mechanicals and staffs of logistical works. The study will analyze the statistics’ data and Chi-square test to distinguish variables among different groups. Finally , the study proposes 8 subjects and improving strategies. Hopefully, relevant authorities will accept as reference in order to improve efficiencies of military roadway transportation.
