碩士 / 輔仁大學 / 金融研究所 / 95 / This study uses desalinization factory construction as an example to discusses financial feasibilities of three popular modified models– Reimbursement BTO, BOT with price or quantity subventions, and BOT with fixed amount subsidies, which government uses as incentives for private participation in public construction. We find, after different costs considerations, the reimbursement BTO subsidy model is better for government finance than the other two schemes. However, since it is more sensitive to operating and building cost, the chartered private enterprise may have to cost down the building and operating costs for feasible participation in public construction.
