A Study of the Reuse of Underwater Cultural Heritage / 水下文化資產再利用之研究

碩士 / 國立高雄應用科技大學 / 觀光與餐旅管理研究所 / 95 / The purpose of this study is to explore the issues and strategies related to the reuse of underwater cultural heritages by using Focus Group and Delphi. There were two Focus Group on both tourism and law perspectives of the reuse of underwater cultural heritage separately. Delphi questionnaires were sent to 18 participants from academics, governmental organization or research center, and non-governmental organizations for two rounds.
  In addition, two foreign cases were reviewed to find out influential factors of the reuse of underwater cultural heritage such as managerial structure, human resources, budget, laws, and managerial strategies. These two cases are Thunder Bay National Marine Sanctuary and Under Water Preserve of U.S.A. and Western Australian Museum and its branch, Maritime Museum.
  The results showed that the reuse of underwater cultural heritage in Taiwan lacks for relating regulations of budget, facilities, laws and preserve or recovery techniques, education and training system of professionals, tourist information center, exhibition center, academic research, basic investigation, historical information, interpretation, and volunteer organizations. In addition, the reuse of underwater cultural heritage involved the coordination and integration among relevant departments, especially both central government and local government should take full responsibility.
  The results also showed that most participants of Delphi agreed that it is necessary to build a national-level maritime museum which had better locate on site or host city, the cooperation of government and private organization is the best way to implement the reuse of underwater cultural heritage and it is necessary to establish a specific organization under the Council for Cultural Affairs, such as underwater cultural research center, to be responsible for the development of underwater cultural heritage.
  Hopefully, the results of this study could be a good reference for government to plan as well as develop the reuse of underwater cultural heritages.
