A Research on Employee Assistance Programs in Coast Guard Organization / 海岸巡防機關員工協助方案之研究

碩士 / 銘傳大學 / 公共事務學系碩士在職專班 / 95 / Many factors have been involved in the unsatisfied professional performance of the employees in coast guard organization, because the nature of their assignments is mobility, emergency, and risk; by far, though, Employee Assistance Programs (EAPs) remain short. This text researches on the issues and requirements the employees encounter, as well as the feasibility and difficulties the institutions may face to implement EAPs. A study on national and international literatures, and EAPs experiences in other organizations is also included, as an attempt to construct a preliminary model for EAPs in coast guard organization in near future.
By the quality research methods of depth interview and focus group, this text explores how coast guard employees execute their assignments, and how they feel. Purposive sampling is adopted, and a total of 13 people in diverse positions interviewed; in addition, two focus groups are constructed by the institution attribution, service area, work year and other conditions. Integration and analysis are made at last to generate a thorough understanding in employee’s matters and feasibility of EAPs.
This text concludes that coast guard organization employees encounter issues both professionally and privately, while the EAPs, under the principles of independence, profession, dedication, and confidentialness, are set up in the "interior and outsourcing" Blended modes, and offered solely for employees in the trial period to contribute multiple supports in their occupations, personal lives and health conditions. The Coast Guard Administration is suggested to build up supportive programs in different stages according to organizational scenario, conditions, capabilities and budget, and then integrate all into one multi-faceted employee assistance policy.
