The phenomenon of “onshore order receiving and offshore outsourcing” blooms rapidly and conspicuously. Even now, this expansion still goes on. However, foreign maneuver induces the controversial issue of labor employment.

This study conducts analysis on the primary data issued by Ministry of Economic Affairs in 2002. The data extracted from the survey of “foreign investment in manufacturing industry” and ”export orders statistics”. Utilizing ordered logistic regression model as an empirical tool, the study intended to investigate the effect of foreign maneuver on the employment of manufacturing and R&D sectors.

The conclusions revealed that both foreign investment and foreign outsourcing in Mainland China may reduce the desire for employment of domestic manufacturing sector. When companies implement international division of labor, they tend to separate manufacturing and R&D sectors into two parts. This arrangement reinforces the function of the R&D sector of companies in Taiwan. Therefore, foreign investment and foreign outsourcing in Mainland China may increase the desire for employment of domestic R&D sector.
