The Application of Indicators for Greenhouse Gases Abatement for Transportation Sector in Tainan County / 溫室氣體減量指標建置應用-以臺南縣公路運輸部門為例

The United Nations Framework Convention on Climate Change ( UNFCCC ) , in 1997 the third time of international conference , and set a code of conduct 38 industrial countries and European Unite (EU) to reduce their GHGs emission less then 5.2% base on the 1990 level between 2008 to 2012, and it was began at Feb,16 2005. To reduce the GHGs has been a
inescapable tendency in international community.
The GHGs emission of The Transportation Sector which produces of the use energy is only inferior to the industry sector. Because the economic growth, the personal vehicles increase continually. These vehicles direct burns the fuels mostly that cause the GHGs emission have the daily increase tendency. If has not effective management, The GHGs emission of the Transportation Sector will possible of dominate above the industry sector in the future, and become most main emission source in Taiwan.

This study base on the Transportation Sector abatement of Taiwan Environmental Protection Administration (TEPA) to discuss establishes process of the GHGs abatement of Transportation Sector in Tainan County. By the total quantity index of the energy consumption, the GHGs emission and the mean index of the average per person CO2 emission took for GHGs Abatement of Transportation Sector in Tainan County. And according to analyze all previous years energy use and the GHGs emissions tendency.
The results of this study show that the tendency of energy consumption and the GHGs emissions has growth year by year for the Transportation Sector in Tainan County. The GHGs emissions tendency and the energy consumption tendency is similar, demonstrated the energy consumption of Transportation Sector is the important attribute of the GHGs. Take the datum year (in 2000) as the example, the GHGs emissions is 2,010 thousand metric tons, occupied 2.5% of the Transportation Sector in Taiwan. Among the GHGs emissions of above, domestic transportation occupied 53%, abroad transportation occupied 46%, coolant occupied 0.7%. If discrimination by the kind of vehicles, the rolling stock and passenger car to account for the proportion to be big(67% and 22%).
