Formulated the Decision Knowledge Rules of Building Light Rail Transit System in Taiwan / 建立台灣地區引進輕軌運輸系統決策知識之研究

Instead of expanding road system, the notion of sustaining transportation, which constructs massive rapid rail transit system, is becoming the mainstream belief, given that Light Rail System fills up the gap between Bus System and High-carrying Capacity System, functioning as Distribution and Feeder Service in big cities as well as Line Haul Service in small cities; therefore, it is an efficient instrument to improve the crowded traffic and environmental pollution.
Light Rail Transit System is equipped with the characteristics of speed, comfort, non-pollution, low-decibel noise, and low energy-consumption etc., so that it is called “Green vehicle”, with more resilience on the cross section dimensions of vehicles, the railway car constitutes, the construction patterns, the road power patterns, and the control system, which can be tuned based on local virtual circumstances and particular requirement of traffic. It is a public transit system that fits the development of every individual city because its cost of construction and maintenance is lower than that of MRT.
A sustainable transportation should prioritize the convenience of passengers, and Light Rail Transit System has the properties of “regaining the dignity and status of the pedestrians and passengers in big cities”,“maintaining the citizens’constant living contact with the city while recovering the vitality of the streets”,”making the transportation vehicles on the ground surface the extension of the streets”; thus, the concept of “ the management of a city’s growth” can be included to the planning phase of a city, so as to realize the ideal of “sustaining operation”.
By probing into the relevant references, this research firstly studies the definition of Light Rail Transit System, the characteristics and the related subjects as well. Secondly, this research obtains the main reasons to introduce Light Rail Transit System and builds up the start-up criteria through the process of organizing the collected data, concluding and analyzing. Finally, this research filters and simplifies the start-up criteria. The selection of the representative criteria has the characteristics of “multiple criteria” and “group decision making” for this research is achieved with the questionnaires completed by experts, and then obtains the experts’ opinions on the importance of criteria and select 10 significant evaluation criteria:“public transport ridership”,” population density along the line”,“ relevant supplementary measures”,“ central or local policies on developments for a specific city”,“matching regional development of sightseeing”, “road geometrical conditions”, road-traffic influences”, “ local financial support”, “economic benefits”, and” the acceptance of the residents”.
According to the 10 representative criteria, a method to measure the effect value is set. Coupled with the study of real examples, the achievement value on each project is evaluated. And based on “Rough Theory” and the software “ ROSE 2”, an analysis is undertaken in order to get the key criteria on each evaluation project as well as the appropriate rules of decision-making, and to build the knowledge tank of introducing Light Rail Transit System as the base of evaluation and further references for later studies by related departments.
