Most of previous studies apply to Multiple Criteria Evaluation approach, not considering that the problem of alternatives dependency. This study attempted to establish a strategic evaluation model which considers the dependency of strategy alternatives, taking Evergreen Marine Corporation as the target of research. Using the questionnaire investigation to obtain the information, and drawing a strategic map, we provide decision maker with propositions and references.
There are two parts in this model. The first one is strategies dependency analysis, which uses RAD (Rough sets for Alternatives Dependency) analysis developed by our research. We analyzed strategy alternatives through pairwise comparison, dividing them into independent, complementary, and substitutive by using the concept of upper approximation, lower approximation, and P-boundary of Rough sets theory. Then we take the complementary to form the strategy packages for evaluation. The second part is Multiple Criteria Evaluation, which combines AHP and Permutation method to arrange the optimal order of strategy alternatives. In order to verify our model, we use the questionnaires and interviews with the help of Evergreen Marine Corporation. Our results are as follows: 1.Learn and grow, “offer the salary reward and welfare institution” and “establish the learning organization”; 2.Internal, “improve the efficiency of customer service”; 3.Customer, “bring up the image and reputation of the company”; 4.Finance, “improve the control of the cost of the finance and management”, and “diversification of business”.
