A Study on the Feasibility to Establish the Regional Center for Marine Oil Pollution Control / 建立海洋油污染緊急區域應變中心可行性之研究

碩士 / 國立臺灣海洋大學 / 海洋資源管理研究所 / 95 / Oil pollution may cause severe impacts to the marine environment. This is particularly true in Taiwan, because some 30,000 takers annually pass though its coastal waters. Although Taiwan has made a lot efforts to combat oil pollution from vessels, there is still room for improving its mitigation measures. The spill incidents of grounded vessels occurred in recent years, Amorgos and Tzini, serve as the examples. Therefore, how to enhance marine oil pollution control capability deserves the priority in Taiwan. In this regard, this study applies the major research methods including literature review, on-site observation, in-depth interview and the concept of overlay technique to identify the related issues and to locate the regional response centers. Some regional mechanisms in other countries discussed in this study include Eastern Canada Response Corporation Ltd. (ECRC), Regional Marine Pollution Emergency Response Center for the Mediterranean Sea and Petroleum Association of Japan Oil Spill Response. With this idea of regional mechanisms in mind, this thesis then makes a proposal to establish the regional response centers in Taiwan. In addition to the remote islands (Kinmen, Matzu and Penghu), some four regional centers (the north, the center, the south and the east) are established to strengthen oil pollution control capacity of Taiwan. This study also suggests that there is necessary to: (1) further evaluate and establish the regional response centers with reference to the experience in other countries; (2) strengthen partnership between government and private sector for better response performance; and (3) improve necessary equipment and its maintenance system.
