Official Notice to Mariners (NtM) for Taiwan waters currently issued by the Chinese Naval Meteorologic & Oceanographic Office (CNMOO) have often been complained about lacking critical details and management regarding the effective time, coordinates or extent, datum, and the actions to be taken for chart correction. This is mainly because source information comes from more than 10 authorities or units, with whichever format convenient for the information. When gathers and compiled by the CNMOO, it can often be misunderstood or in short of critical details. Without well gathered, compiled, and managed information, these NtMs can only have minimal use for ensuring navigation safety and maintenance of nautical publications, e.g. charts.
This thesis aims at utilizing network communication and geo-spatial information technology to solve these problems of NtM bulletins and improve the effectiveness of NtM, thus safe navigation. In this work, a web-based NtM notification service is designed and implemented following the recommendations of international organization (IHO M-3). Web mapping of electronic charts and spatial databases are also integrated into this NtM service to facilitate the convenient and correct entering of spatial coordinates, geometries, and the charts which can be affected. To further enhance the interactivity for usability, this service use Ajax web technology to generate dynamic forms and provide auxiliary messages as immediate support to users.
