Container transport has already become the main way of cargo transportation, in addition to full container load (FCL) transportation, less than container load (LCL) also takes a considerably important part. LCL cargo needs to be consolidated into container for fulfilling further sea or rail transportation. Since the process of cargo consolidation is pretty complicated, therefore, we develop a hierarchy structure which contains two layers to classify the risks of cargo consolidation operation. The process of consolidation operation of freight forwarders is studied as an example, and strategies which can reduce corresponding risks are proposed. The importance of the strategies is compared by a questionnaire survey. The result shows that “reducing the securing cargo stage level” is the most important strategy and secondly is “reducing stuffing risk level” and “reducing freight forwarder’s stowage planning risk”.
