This study aimed to inquire the issue of the establishment of the coordination management and cooperation mechanism of fishery between Kinmen and Xiamen and to analyze the common questions and to search for the possible reasonable solution through exploring the intimate relationship between Kinmen and Xiamen historically, culturally and geographically. The results are summarized as below:
1. The quantity of fish, value of fish or sum of fishing boats indicated the decline tendency in both Kinmen and Xiamen.
2. The fishery of Kinmen and Xiamen is confronted by various problems, e.g. the oceanic pollution brought by the commercial and industrial development, illegal fishery via crossing borderline, the grey (blurred) zone of the oceanic borderline, deficiency of the effective oceanic law enforcement, fishing boats without license of Mainland China, inconvenient fishery management, the separation of the fishery survey, research and employment of 2-coast oceanic regions, the threat of smuggling fishing goods, chaos of statistic data of fishery, etc.
3. There is little discrepancy between the law enforcement of Kinmen and Xiamen; nevertheless, Xiamen demonstrated the superior competence concerning the human resource, hardware and execution of oceanic law enforcement.
4. The political factor remains the major variable of the establishment of the coordination management and cooperation mechanism of Kinmen and Xiamen. Given the past experience and the political reality, it is quite difficult to attain the common recognition and to sign the agreement in the initial stage of the mechanism establishment. Nonetheless, the small-3-links proved that the issue pertaining to the impersonal property (affairs merely) obtained the substantial purpose without the formal agreement.
5. The recommended measures after the establishment of the cooperation mechanism in Kinmen and Xiamen are: (1) the emergency inform line of oceanic law enforcement for fishery; (2) the website of massages communications and interchanges; (3) the periodical seminars and conferences; (4) the result-sharing and technical communication of scientific research and investigation; (5) the common law enforcement standards and edition of legal orders for fishery resources management; (6) the cultivating fishery strategy of common maintenance of Kin-Xia oceanic region; (7) the sustaining strategy of the Kin-Xia fishery development in response to the international trend; (8) the complementary and collaborative trade system of water products transportation and marketing (sales).
