A study on the development strategies of marine cage culture industry in Taiwan:application of the analytic hierarchy process / 台灣海洋箱網養殖產業發展策略之研究-層級分析法之應用

碩士 / 國立臺灣海洋大學 / 應用經濟研究所 / 95 / The marine cage culture is an important industry in Taiwan. With the character of capital intensity and high biotechnology, it provides good seafood and efficient supply to the consumers and help to the prosperity of fishing villages in this country. Therefore the study aims at the analysis of the current situation and problem of this industry and to work out an appropriate development strategies for this industry.
The method used in the study includes an intensive literature review, cost-revenue analysis and the use of Analytic Hierarchy Process (AHP) method. In this study, an additional factor of social culture was added in the model. Two substitute developing strategies are put into the objectives of the analytic model. One of the strategies with the essence of entrepreneurship needed to be integrated with a National Marine Industry Park project. It requires the aggregation of legislation, technological availability and social support of fishing villages. The other one of the strategy is the essence of Family-operation type. Data used in the study mainly includes the primitive data of marine cage culture extracted from Taiwan Fisheries Economic Investigation Report and the data obtain from a specialist survey conducted by the study for identifying the key factors to success and opinions on the development strategies of the industry.
The results of the study are summarized as followings: First, the industry is still being in the initial stage, it suffered with many problems in diseases, restriction on fishing rights, the use of foreign labors and operation boats, natural calamities, poaching, lack of insurance and the market dumping of smuggling products etc. Producers have often been suffering from losses and lost confidence in the future investment. Second, for a better development in the future, a development strategy with the essence of entrepreneurship, integrated with a National Marine Industry Park project is required. Third, the first two key factors of success to the development of the industry are their technological appropriation and social acceptability of the industry. The former means sustainable ecological factor and consecutive environment evaluation for the industry must to be conduced. The later rely upon government and social support in finance, administration, and organization of the industry. They are also the current problems existing in the industry in Taiwan.
