碩士 / 國立臺灣海洋大學 / 應用經濟研究所 / 95 / The purpose of this thesis is to explore the current hiring and wages of Mainland Chinese crews on fishing vessels of Taiwan. After having a clear understanding of Mainland crews wage level, working situations, the development of working skills and so on, we could then identify the differences between owners and laborers viewpoints of relevant issues, differences which could be useful for hiring and management of Mainland Chinese crews.
Methodologically, the thesis first begins with a literature review. We then conduct a survey of the fishing boats’owners and the Mainland Chinese crews in the fishermen centers at Tongkong, Pingtung, with 133 samples collected. Cross tabulation analysis is performed on the data. Finally, local agencies are also interviewed to have an overall picture of all three parties’respective opinions about the issues of hiring and wage level as well as management.
Our study shows that the reasons why Mainland China has banned export of fishing labor to Taiwan since 1 February 2002, are as follows: 1. Mainland crews have an lower average of wage level; 2. Mainland Chinese crews’accident insurances are not in effect, and the duty of marine emergence rescue lacks arbitration protection; 3. Unlike other foreign fishing crews, Mainland Chinese crews are not legally allowed to go ashore in Taiwan; 4. There are no regulations on medicine, hygiene, and quarantine for fishing crews; 5. Fishing crews are exploited by the agencies across the strait with no assurance for their welfare; 6. There is no mechanism for negotiation or no units in charge of the fishery labor service export and import across the strait. Although the Taiwan government has shown its goodwill by setting up on-shore fishermen centers and taking necessary measures to improve the medical and quarantine systems, there is still a lack of effective and efficient management mechanism to deal with the issue of transfers between fishing vessels, crews escaping, and wage assurance of Mainland Chinese crews. It is necessary and urgent to set up civilian counterparts or units as the negotiation channels for the management of agencies for Mainland Chinese crews. This is also the major point and value of the study.
It is a fact that the fishery labor service export/import is mutually complementary and beneficial across the strait. Under such premise, we recommend that both governments set aside the issue of sovereignty dispute and find an effective management model for fishery labor service cooperation so as to benefit the fisheries across the strait in sustainable development. For this reason, we first try to make a detailed discussion about the differences between theory and practice, and then offer some clear advices to governments, fishery organizations, fishing vessel owners, and the agencies in managing Mainland Chinese crews.
