馬祖民宿及海釣活動旅遊意願及願付價格之評估

碩士 / 國立臺灣海洋大學 / 應用經濟研究所 / 95 / Since the implementation of the 2-day weekend holiday policy in 1998, tourists visiting Matsu have increased in number from 20,000 in 1998 to 120,000 in 2005, bringing opportunities for the development of tourist homestays in the fishing village and transforming the traditional fishery to recreational fishery. The purpose of this study is to analyze the willingness of tourists to accept fishery village homestays and the demand for anglers’ activities so as to evaluate the prices they are willing to pay in Matsu area, and hence making recommendations for pricing of related recreational activities.
With tourists visiting Matsu area as the subject of the study, we conducted a questionnaire survey and collected a total of 150 samples from July to October 2006. The majority of tourists came from the northern area of Taiwan, constituting 76.67% of all samples; among all professions, the military personnel, civil servants and teachers account for 34% of all people surveyed; tourists who have been to Matsu for less than 3 times are as high as 84.67%; 59.33% of tourists surveyed spent 3 days in Matsu; 73.33% of them spent more than NT$4,000 on transportation among all expenditures; 22.67% of them spent NT$2,000-2,399 on accommodations; 40% of them spent NT$1,000-1,599 on food, and 45.33% of them spent a total of NT$8,000-10,000 on traveling. We use the Probit and the Tobit models to estimate tourists’ willingness to pay for fishing village homestays and anglers’ willingness to pay for sea fishing activities.
Using the Probit model, our empirical results show that the forecasting accuracy is as high as 99.33% for predicting whether or not tourists will choose Matsu fishing village homestay, while the accuracy of predicting if tourists will choose sea fishing activities is 82.67%. The model has excellent predicting power and can thus serve as useful references for those who wish to operate fishing village homestays and do business with anglers.
In addition, this study uses the Tobit model to examine variables pertaining to the tourists’ willingness to pay for Matsu’s fishing village homestays and the anglers’ willingness to participating in sea fishing in their next visits and find that 16 of the variables have coefficients that are significantly positive, suggesting tourists are willing to pay relatively higher prices. On the other hand, in terms of the willingness to choose village homestays and the willingness to participate in sea fishing again, there are 12 and 9 coefficients, respectively, of variables that are significantly negative, indicating lower willingness to pay.
As the free movements between both sides of the Taiwan Strait are accelerated, the three little links policy have been implemented since 2001. In the future, it is predicted that the number of tourists visiting mainland from Matsu will be increased dramatically, while tourists visiting Matsu from Fuzhou, China, will also appear in great number, which will also bring substantial business opportunities for the development of fishing village homestays and recreational fishing in Matsu. This study recommends that proprietors should be prepared to set up systematic operation and management strategies, pay attention to the choice of tourists so as to attain the maximum economic benefits of fishing village homestays and recreational fishing.
