A study on development strategies of Hsinchu fishing port in Taiwan / 新竹漁港發展策略之研究

碩士 / 國立臺灣海洋大學 / 應用經濟研究所 / 95 / The purpose of this study is to understand the current development issues and find sustainable development strategies for Hsinchu fishing port so as to promote management effectiveness of the port and provide related experiences to other fishing ports as references for development. The methods used in this study include literature analysis method, field investigation method and Delphi Method. The research is based on the considerations of social justice, the economic development, the health of the environment and the system supports so as to find problems faced by Hsinchu fishing port and then the strategies to deal with these problems.

This research went through two rounds of expert questionnaireand selected 12 from 31 issues related to the sustainable development of the Hsinhu fishing port as follows: 1. Competition in renting or ownership of the general facilities of the fishing ports, 2. Depletion of the near shore fishery resources, 3. Shortage and aging of the crews, 4. Lack of the sense of public responsibility among fishing port users, 5. Incomplete management of fishing port, 6. Lack of renewal and maintenance of public facility and its appearance in the port area, 7. Ineffective management and use of sand beach outside the fishing port, 8. Lack of conservation idea and respect for law among fishermen, 9. Inability to solve the problem of sand accumulation in the navigation routes of the fishing port, 10. Inability to carry out programs or plans for the fishing port, or to conduct regular reviews of the fishing port, 11. Lack of mutual understanding between the central and the local governments on the jurisdiction over the fishing port, 12. Insufficient determination to enforce the laws in the fisheries and the fishing port.

In view of above 12 issues, we draw up 31 corresponding solution strategies. In the third round of questionnaires, experts have identified 27 strategies as feasible strategy. In additions, this study also finds 6 more strategies suitable for sustainable development by comparisons with other domestic fishing port cases and by SWOT analysis for Hsinchu fishing port. The best situation should be to apply all 33 development strategies simultaneously. But given the limited resources, we may start with the 12 strategies from the four issues considered as high priority by experts and the two strategies related to recreational activities of the fishing port considered urgent by the public. The strategies that should be carried out first are as follows: 1. The development strategy to solve the depletion of the near shore fisheries resources: (1) To increase the fry release and the artificial fish reef delivery; (2) to strengthen the management of special fishery resources (for examples, fry fishery and lights fishery); (3) to set up the fishery resources reserve area or to imporse closure of fishing area; (4) to strengthen the Hsinchu city inshore fishing resource long-term assessment and to monitor the water quality; (5) to strengthen the education of fishermen by directing them towards the concept of sustainable and recreational use of the resrouces; (6) to reduce fishing effort by encouraging fishermen to accept a fishing moratorium or by buying back fishing vessels; 2. The development strategy to solve sand accumulation in the fishing port: (1) to carry out regular dredging operation; (2) to conduct feasibility assessment of construction of dikes; (3) to strengthen the long term study of sand accumulation change in the harbor and surrounding areas; 3. The development strategy to make the fishing port users care about port and its environment: (1) To guide and educate the public about the importance of protecting the fishing port; (2) To increase the opportunities for the Fishery Association and the local community to partcipate in the management of the fishing port the opportunity (such as the adoption and volunteer systems); 4. The development strategy to solve the jurisdiction issue of the fishing port: (1) The central government should have long-term and explicit financial commitment to the local authority (for example, adding an article in the Fishing Port Act); (2) the central and the local government should have common understanding that "The fishing port development is the duty of governments, affecting the welfare of the public, 5. The development strategy to strengthen the recreational use of the port: (1) to strengthen the plan to develop the sand beach and its use and management; (2) to strengthen the facilities for recreational activities and the marketing of the port.
