International ocean shipping has been the economic lifeline for island countries, which is especially the case for Taiwan, a country with small land but dense population. Hence, ocean shipping has played an important role on the economy of a country. Besides, the number of a country’s seafarers, as well as their qualities, educational backgrounds, abilities, etc., all of which not only represent the power of a country’s shipping industry, but symbolize the development of the country’s maritime education. Because the educational on-board training scheme contributes to seafarers’ educational backgrounds and abilities, it also has great impact on the country’s sea power. This study, utilizing the literature investigation method and quality research, focuses on the educational on-board training schemes of National Taiwan Ocean University and Dalian Maritime University, further probes into it by applying their individual strengths, weaknesses, opportunities, and threats(SWOT) for comparison, and finally proposes several suggestions, hoping to provide references and concerns for the ocean policies of the Taiwan government, recruit directions of shipping companies, and future developmental plans of maritime schools for improvements.
