The Research of Taiwan’s Maritime Casualty Search and Rescue System / 我國海難搜救體系之研究

碩士 / 國立臺灣海洋大學 / 商船學系所 / 95 / Taiwan’s national security, economic activities, trade activities, and industrial developments are all closely related to the ocean that surrounds the county. In 2005, there were 82,687 ships sailed in and out of Taiwan’s ports, averaging 227 ships per day. At the same time, there were about 400 merchant ships sailing through Taiwan’s maritime zone per day along with fishing boats, fishing rafts, and non-auto rafts making Taiwan’s maritime very busy. It is extremely concerned issue by the Taiwan’s Maritime zoom about the ‘‘safety navigation’’ and the system of the maritime distree search & rescue.
The author has served in Taiwan’s Coastguard for years, which has allowed me to gain insight to the difficulty of the maritime search and rescue system. I have used a comparison and case analysis research method to present this information. First, I carefully studied the International Maritime Organization Search and Rescue manual (IMOSAR manual). Secondly, I researched the US Coast Guard Service and the Japan Coast Guard Service. Both the US and Japanese Coast Guards are the most knowledgeable of maritime search and rescue today. They are the most equipped Coast Guards and exhibit the most efficient systems and procedures. I compared the US and Japanese Coast Guards to the Taiwan Maritime distress search and rescue system to determine conclusions and make recommendations to improve the safety of the Taiwan maritime.
Hopefully, this research would make the agency in charge to take the effectiveness of maritime distress search and rescue system seriously, enforce procedures, organize resources, and elevate travel safety enough to ensure safer maritime shipping and a cleaner ocean.
