The Optimal Mega Container Terminal on Taiwan / 臺灣地區規劃闢建洲際貨櫃中心深水碼頭之最佳化港口選擇

碩士 / 國立臺灣海洋大學 / 商船學系所 / 95 / Container ships are coming into a new age; with the emergence in mega container ships due to economical concerns, container ships whose capacities are equivalent to or larger than 10,000 TEU have been dashing to the market of ocean shipping. To face this new impact, the scale and the role of international harbors are becoming more and more crucial issues for Taiwan since it is located at the major juncture of East Asia’s ship routes. Besides, the development of vessel building will come to a new era of building mega container ships with the load of 12,000 TEU to 18,000 TEU.

To cope with such a big evolution, many international harbors view it as a top priority to expand new container terminals as well as to introduce modern cargo load/discharge machinery. With the coming of mega container ships, the efficiency of cargo load/discharge operation has to be increased to meet shipper’s needs. Because ocean shipping still plays a great part in Taiwan’s economy growth in the coming few years, in order to raise its competitiveness, one of Taiwan’s international harbors must be transformed into a Mega hub of Southeast Asia.

This study aims to solve the questions mentioned above by issuing questionnaires to experts on harbor planning. The researcher expects to use Analytic Hierarchy Process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) in Multiple Criteria Decision Making (MCDM) as instruments for analyzing. MCDM helps analyze the qualities of those noted harbors in Taiwan, i.e. Keelung Harbor, Taipei Harbor, Taichung Harbor, and Kaohsiung Harbor, to see which could be the best choice for a Mega hub of Southeast Asia that provides shipping companies with operational strategies and thus make Taiwan’s international harbors major harbors of the world again.
