The Study of Chinese Seafare Human Resource Market / 中國商船船員勞務市場分析

碩士 / 國立臺灣海洋大學 / 商船學系所 / 95 / For the past five years, the main countries of supplying seafarers for serving global shipping routes have been shifted from earlier the Philippines and India to Mainland China lately, due to China’s plentiful human resources and low manning costs. Owing to the vital development of international ocean shipping market and rapid growth in domestic economy in recent three years, China’s crew manning market has been changed from a circumstance of excess supply earlier to that being unable to meet the demand. Therefore, in the future, seafarer’s hiring cost in China will surely increase rapidly in expectation as a result of the strong demand of the market and growing development of domestic economy. The south-eastern countries, where the economic situation falls behind the Mainland China, thus may take back the advantageous position in exporting seafarers, which was lost to China previously. An obvious evidence of that is some Chinese shipowners start to employ the Philippine’s seafarers. Will the reason behind this trend be the superiority or inferiority to China’s crew manning market? This issue, which has been ignored by the Taiwan’s shipping industry, needs to be concerned seriously.

In order to thoroughly understand China’s crew manning market, this research firstly analyzed the general situation of crew manning in the international shipping market. Second, it probed into the changes in supply and demand of seafarers determined by market mechanism by means of exploring seafarer training programs and management strategies directed by the Chinese government. Moreover, it discussed the changes in seafarer’s quality and perception of culture resulting from the rapid growth of economy. Finally, with the previous analytical results, this research pointed out the superiority of China’s seafarers and their ambitions in the manning market. Furthermore, current problems in Taiwan’s manning market were illustrated with the implication of those viewpoints. It is hoped that the result of this research will have contribution to the operations of the shipping industry in Taiwan
