A Study on Research of the seafarers industrious demand for Taiwan Coast Guard / 行政院海岸巡防署海勤人力需求之研究

碩士 / 國立臺灣海洋大學 / 商船學系所 / 95 / Taiwan Island is located in the center of the West Pacific Ocean First island chain. The shoreline of Taiwan is relatively smooth and unbroken with a total length of 1,400km. Taiwan which is bounded by the Bashi Channel in the south, the East China Sea in the north, the Pacific Ocean in the east, and Taiwan Strait in the West is a typical Ocean Country. The Coast Guard Administration(CGA)established in February 1, 2000 is a centralized organization to handle all Marine related matters.
My research will be focused on the following area:a. Coast Guard Institution Guardian Demand, b. the future naval construction plan, c. the current human resources training status, d the reasonable duty shifts for coastal patrols team, e. the evaluation of coastal patrol manpower usage and planning. In my research, I observed the following problems:a. lack of sufficient ocean manpower in Coastal patrol team, b. lack of required duty shifts in Coastal patrol, c. lack of professional certification and mobility of coastal patrol, c. lack of professional certification and mobility of coastal patrol. To solve the problems identified above, I provide the following suggestions in my research. a. Continuously train and cultivate professional mariner, b. Increase Costal Guardian Quantity and Frequency. c. Enhance the quality and quantity on Costal Guardian manpower recruitment. I hope my research can provide The Coast Guard Administration (CGA)a useful reference on the overall costal patrol requirement.
