A Study on the Organization and the Operational Effect of Education Research Institutes of Primary and Secondary Schools in Shanghai / 上海市中小學教育研究組織及其運作成效之研究

In response to the rapid vicissitude, researchers in every country conducted studies on education based on their individual culture, educational surroundings, and economic resources to develop educational policies and theories appropriate for their own countries. After the development of studies on educational science for twenty years, Mainland China has established circumspect systems for education, especially in the field of primary and secondary education; Shanghai takes the leading role in this field. Thus, it is worth conducting studies on the educational organizations and their operations of primary and secondary schools of Shanghai.

For the above motivation, this study aims to investigate the merit of research in primary and secondary education, and its system in organization and operation in Shanghai. The research scope involves the research institutes and schools of primary and secondary education. The research objects are the faculty, organization, function, enactment, budget, and execution. The purposes of this study are:
1.To investigate the merit and importance of primary and secondary education research.
2.To understand the historical background and development of primary and secondary education research in Shanghai.
3.To understand the organization and operation of the research institutes of primary and secondary education in Shanghai.
4.To examine the effect of primary and secondary education research in Shanghai.
5.To provide some suggestions for researchers and related institutes in Taiwan.

The methods applied are Documentary Analysis method, Semi-structure Interview method, and Focus-group method. The results reveal that the organization of education research institutes in primary and secondary education has the following characteristics.


1.Education research is the necessary trend in the development of education.
2.Education research system of primary and secondary education in Shanghai has its unique historical background.
3.Education research system of primary and secondary education in Shanghai has three hierarchical levels of reticular organization.
4.Primary and secondary education research in Shanghai facilitates education reform.
5.Primary and secondary education research in Shanghai has encountered some problems.
6.Primary and secondary education research in Shanghai is with prospection.
7.The development of primary and secondary research in Shanghai has its qualified characteristics.


At present, there is no research institute of primary and secondary education in Taiwan. Based on the results of this study, some suggestions are provided for Taiwanese institutes and researchers who are interested in research in primary and secondary education in Mainland China.
1.We have to establish the related organization of execution to promote education research.
2.Research in education can be subsumed under the mechanism of teachers’ promotion or professional regulation.
3.We can provide the necessary resources for teachers to encourage their studies on education.
4.We have to stress on the knowledge of education research in teacher-training.
5.Longitudinal and integrated studies on education research should be emphasized as well.
