A Study on the Transportation Network and the Distribution Strategy in Taiwan Heroin Market / 臺灣海洛因市場運銷網絡及銷售策略之研究

碩士 / 國立臺北大學 / 犯罪學研究所 / 95 / This thesis investigated the heroin market in Taiwan from an underground economic activity scope. The research methods applied are a combination of in-depth interviews and qualitative analysis of statistics including seizures cases, supply sources, drug formats, and prices. Based upon the practical experience in criminal investigation, in-depth interviews were conducted with samplings of one heroin importer(also wholesaler), one jobber(ex-retailer) along with two senior drug enforcement agents. This thesis explores 1) domestic heroin distribution network in terms of supply sources, trafficking routes, and distribution 2) marketing strategies which refers to the pricing strategy and transaction model of heroin dealers. The aim of the research is to access the business models of heroin market in Taiwan for future research and legislation.

The research findings include 1) significant multi-year reduction in opium poppy cultivation continuing in Golden Triangle, which was used to be a key supply source of heroin for Taiwan, has led to declining production, along with the rise in heroin price. 2) The initial reasons for dealers’ involvement in heroin-trading is an example based on “Differential Association Theory ”. 3) The development, characteristics, business rules and trading models vary among heroin importer, wholesalers, jobbers and retailers. 4) A majority of heroin traffickers and wholesalers are identified with a businessman’s background and personalities, while jobbers and retailers present more characteristic of outcasts and criminals. 5) The dispute among heroin dealers are mainly solved by violence or “jungle law.”

Some research suggestions are listed below 1) criminal justice policy and investigation tactics concerning heroin-trading should be generated according to the variance among the different levers of drug dealers. 2) The law-enforcement agencies should send communication officers and informants to The coastal cities along southeast China and other South East Asian countries, in order to block smuggling from supply end. 3) heroin criminals have risen steeply for the research period in Taiwan. It is suggested to enhance resources allocated in heroin investigation, as well as to establish specific institution for effective response to the upward heroin market in Taiwan.
