碩士 / 國立臺東大學 / 區域政策與發展研究所 / 95 / This research is based on a qualitative study of using grounded theory to explore the participatory planning and sustainable development strategies of SanYuan marine ecological community in Taitung. Firstly, field survey method and in-depth interviews are used to observe the development of SanYuan marine community and its fishery protection association on the issue of marine ecology conservation. Secondly, resident research and participatory planning are performed to construct the community maps and explore the basic elements and resources for supporting sustainable development of the community. Then, the applications of the grounded theory analysis are used to define the theoretical definition, construction components, and development aspects of marine ecological community. Finally, we introduce the integration of ecotourism industry and experimental marketing plan as the strategies for community empowerment and sustainable development of SanYuan marine ecological community.
The results of this research show that the emphasis on even development of marine resource protection and utilization is very important while developing marine ecological community. Hence, we have proposed the concept of “four living aspects in one”, which make the balance consideration of daily living, economic development, ecosystem, and life of community, as the major principle for sustainable development of marine ecological community. The concept of “Coexistence” or “Symbiosis” should also be introduced to recognize that all species in ecosystem and environment are included as the components of marine ecological community. Any inappropriate fishing and activities will endanger the life in ecosystem and make irreversible damages to vulnerable environment of marine ecological community.
As conclude by this research, the sustainable development of a marine ecological community should begin with the convergence of local community consciousness and action power. The local indigenous peoples’ traditional value regarding to the respect to the life and nature should also be integrated here. The introduction of “four living aspects in one” and “Symbiosis” concepts are then used to created the living sustainability and environmental sustainability of marine ecological community. Finally, the economic sustainability should be achieved through local community ecological industry development, such as the development of ecotourism using experiential marketing.
This research contributes to the pioneer study of qualitative analysis of marine ecological community empowerment and sustainable development. The research methods and strategies of integrating community empowerment and development of sustainable community ecotourism industry in SunYuan marine ecological community in Taitung can provide as a model for future development of marine communities in the East coast area of Taiwan.
