博士 / 中國文化大學 / 政治學研究所 / 95 / This research aims to make a study of the organizational functions of county level governments between Taiwan and Mainland China--with Miau-li County in Taiwan Province and One-lien City in Hainan Province as the example. The reason is that, since the twentieth century, nearly all western nations face the organization to be extremely crowded, the administrative efficiency is low and flaw of bureaucrat system and so on expenditure inflation. There are intend to bring forth the spirit of business management and to establish a highly efficient and business-like government of concision, flexibility, and innovation; though the government may be small, it will be able to cope up with all situations and to promote the competitive power of the nation. Therefore, impels government trend to reform movement of the new public administrative ideology in abundance. Up to the present, the development of the organization system of the government in all nations of the world consists of the following tendencies: (1) to promote the administrative efficiency and avoid too many levels of institutions; (2) to increase the autonomy and intergovernmental relations present the decentralization tendency; (3) to constantly combine and enlarge the administrative areas of local governments; (4) to promote the system of cross-area governance or region government mechanism establishment; (5) to establish a small but capable business-like government and to reform local governance.
In response to the above tendencies of the world, Taiwan has actively undertaken the proceeding reformation , whether in the system of the central government or of local governments, especially impels reform of organizational structure in the county（or city）government and promotion the autonomy of county （or city） governments , in the realization of local governance as well as the central axis of the reform in local governments. As for Mainland China, it is a nation of socialist system. More than twenty years ago, China began to move toward the path of economic reform and openness; compared with its economic reform, the reform of its political system has relatively fallen behind. Yet, from the experiences of the political development of all nations, economic growth will bring forth both the reconstruction of social organization and the multiplicity of social values. Furthermore, it will help promote the political participation wish and thus to make possible the reform of political system in Mainland China. Specially its organizational functions of the government will gradually have a convergent tendency with Taiwan.
The structure of the present research will focus, through the study of organizational structure and functions, institutional approach; also through a study of documental analysis, the organizational standard and interview to make the research analysis, on the development of the organization system of county level governments in both Taiwan and Mainland China. The first chapter is the introduction; the second chapter for document and theory discussion; the third chapter organizational construction of the mechanism of local governments in both Taiwan and Mainland China ; chapter four case of analysis for county level government organizational functions in both Taiwan and Mainland China ; chapter five inspection for county level government organizational functions in both Taiwan and Mainland China ; chapter six development of trend appraisal for organizational functions of county level governments in Taiwan and Mainland China; chapter seven provides some strategies on the future reform of organizational functions of county level governments in both Taiwan and Mainland China .
